Cooperation Between the Land of Wind and the Land of Rain, North-to-South Water Diversion!

In the mountains along the border between the Land of Rain and the Land of Wind, countless figures were hard at work.

People kept hauling away shattered rocks. Among them were people from the Land of Rain and people from the Land of Wind.

After the crisis in the shinobi world was resolved, the former Akatsuki Organization trio returned to Amegakure.

At the daimyo's invitation, they became the new leaders of the Land of Rain.

With Konan, Yahiko, and Nagato governing all of Amegakure, the three began working to improve the Land of Rain.

With Chiyue's help, they successfully persuaded the daimyo of the Land of Wind and finalized a cooperative project.

The project was the North-to-South Water Diversion.

The Land of Rain and the Land of Wind each contributed manpower and vast amounts of funding, dispatching shinobi to use ninjutsu and Explosive Tags to blast open the mountain range blocking the border between the two countries.

Then, they would construct massive drainage canals within the Land of Rain, channeling its water into the Land of Wind to improve the harsh environment there.

A desert environment was not impossible to improve. It simply required enormous amounts of manpower and resources.

It also required a sufficient water supply before any improvements could begin.

The Land of Wind was covered in deserts and suffered from severe water shortages, while the Land of Rain was plagued by flooding year-round. Building drainage canals to divert water into the Land of Wind benefited both countries.

Without floodwaters submerging the land, more than half of the Land of Rain could be used to grow rice and other crops, bringing in substantial profits and turning it from a poor small country into a major grain producer.
