The Body Flicker Technique did not refer to any specific ninjutsu. Any technique that allowed rapid movement could be classified as a Body Flicker Technique.
Usually, it involved instantly erupting the Chakra within one's body to move at high speed. Like when Zabuza released the mist earlier and rapidly moved through it to Kakashi's side—that was Mist Body Flicker.
The Third and Fourth Raikage covered their entire bodies in Lightning Chakra to move at high speed, which was called Lightning Body Flicker. The Second Hokage's and Fourth Hokage's Flying Thunder God could also be considered part of the Body Flicker Technique category.
The most famous example was Uchiha Shisui's Illusionary Body Flicker, created with his Sharingan. He was also known as Shisui the Body Flicker.
