Background and History
Lin Qi first entered the West Sea with Robin through a World Transfer Scroll, arriving in Baron Kingdom. He chose the kingdom because its people had not yet fallen into complete misery. 50
His early expansion relied on indirect rule. He manipulated the royal succession of Willis Kingdom, then secretly installed and controlled the rulers of five major West Sea kingdoms. These client states were ordered to expand through war, turning the sea into a conflict zone while drawing attention away from Lin Qi's own hand in the campaigns. 102 103
By Marineford Era 1515, the client kingdoms had absorbed every remaining state in the West Sea. Lin Qi became King of West Blue on June 1, 1515, activating the Divine Kingdom Function and its technology-oriented development paths. 155
The World Government eventually uncovered the scope of his influence. After receiving an arrest order through Sengoku, Lin Qi left the Marines and placed the nation on a war footing.
