At this point, Lu Li did not need Frieza's introduction to tell that the person before him was an Explorer.
The other man's overall attributes were not particularly high, but he was likely an Eighth Order Explorer, perhaps one who had only recently entered that level.
In this universe, this Explorer could be considered powerful. However, among the truly elite, he was somewhat lacking. No wonder he wanted to cling to Frieza.
Frieza had not been particularly strong before training, but after transforming into Golden Frieza, he was already a match for Super Saiyan Blue Goku, perhaps even stronger.
