As everyone knew, Rulers were called Rulers because they created their own Laws and ruled over their own worlds.

The root of it was that no matter how powerful they became, they were still part of the world where their true bodies resided. As beings who stood above the world, their existence naturally could not be permitted by that world.

Nor was there any way to permit it.

When a fledgling grew up, one nest could no longer sustain it. It had to leave and build a nest of its own.

But the process of building that nest was often filled with unknowns.

Transcending the world and becoming a carefree Ruler was not so easy. Countless Heavenly Prodigies had died halfway there, their bones paving the road to the highest realm. So far, there were only three known ways to break through and become a Ruler.

First, starting from the Creation Law, one broke through the Holy Ten and began creating one's own world. Like the outstanding figures among the First Generation Ten Saints of the Mage World, one integrated that Forbidden Power into another universe and time-space. By becoming the Lord of Creation there, the one who controlled all Laws, one advanced to become a Ruler.

Second, beginning with the Creation Law, one fused all Laws into one's own body and treated that body as a container. Upon reaching the limit, one divided the body into countless components representing weak Laws, reducing the world's rejection and allowing oneself to continue parasitizing the original world, focusing on leeching off it.

Yet because one truly possessed the Law realm unique to Rulers, this also counted as a kind of Ruler.
