History
Touko Aozaki's Enrollment
In 1987, Touko Aozaki arrived in London to study at the Clock Tower. Her talent quickly made her a star student, and Inorai Valualeta Atroholm, the monarch of the Department of Creation, became her mentor. 9
Within two years, Touko attained the Grand Order title through her doll-making research, creating a replacement body capable of receiving her consciousness without loss. Her additional work in modern Rune Magecraft and doll magecraft established her as one of the Clock Tower's foremost young geniuses. 11
Her research also made her a target for Sealing Designation. After assassinating Cornelius Alba and arranging for Kiritsugu Emiya to be suspected, Touko fled the Clock Tower before it could secure her. 11
Aozaki Sisters' Infiltration
Aoko and Touko later returned to London to confront the Department of Creation and resolve Touko's Sealing Designation. They entered the Clock Tower openly, visited the El-Melloi Classroom, and proceeded toward the Department of Creation. 58 59
Aoko confronted the department's lord after being told that the Sealing Designation could not be revoked directly by a Lord. She instead demanded that the Bureau of Arcane Judgement seal the lord in return. 61
Department of Creation Crisis
The conflict devastated roughly one-third of the Department of Creation's academic buildings and resulted in the death of its lord, Baru-Yeleta. The attack destabilized the Clock Tower's political balance and forced its factions to compete over the department's vacant interests. 64
The Clock Tower considered either locking down London or quietly locating and negotiating with the Aozaki sisters. The latter was deemed more practical, as open retaliation risked further damage and the factional gains from Baru-Yeleta's fall were substantial. 62
Crown Order Resolution
The Crown Order Resolution redistributed Baru-Yeleta's vacant Curse Body quota:

Meydel Acherlot, the Clock Tower's Botany Department monarch and the Witch of Coal, later publicly seceded from the Mage's Association and allied herself with Alice Kuonji. Her departure stirred unrest among British Magi and weakened the Clock Tower's standing further. 1043
