Background and Status
The Celestial Dragons are World Nobles who control the World Government. In the Goa Kingdom, where bloodline determines social standing, even an unverified rumor that Garen is a Celestial Dragon makes nobles and commoners defer to him. Bogein spreads the rumor knowing that people fear the consequences of offending one 88 94 96.
Their privileged position extends to slavery. Saint Idiote attends an auction seeking a Devil Fruit user for his family's circus, then attempts to take Perona as his seventh slave wife. His appearance also revives Hancock's trauma from her own enslavement 208 209. A confrontation with Garen ends when Teach strikes and kills Saint Idiote; Saint Idiote's family subsequently demands Perona's handover 209 212 213.
Most Celestial Dragons are portrayed as sheltered and reliant on their status, but some hold significant power themselves. The Five Elders lead the World Government and are formidable fighters. A small number of other Celestial Dragons are trained from childhood for government service, including CP0 chief Solaris 474 475 480.

Individual appearances vary; the distinctive features described belong to particular Celestial Dragons rather than the entire group.

Fall of the Celestial Dragons
Garen and Dragon establish the League of Heroes with the stated goal of overthrowing the World Government and creating a world based on freedom, equality, justice and the rule of law 440. As the League gains strength, CP0 agents witnessing Garen's defeat of Kaido conclude that the Celestial Dragons are doomed 435.
The World Government loses its final war against the League. After its forces surrender, the League sets out to capture the Celestial Dragons alive. Spandam and other former servants turn on their masters in Mary Geoise before the League arrives 483 484. League soldiers then enter the Realm of the Gods, free its slaves and place the Celestial Dragons in shackles for imprisonment 495.
After the overthrow, Mary Geoise remains the capital, but the former imperial palace complex is opened to the public as the Pangea Castle Museum 498.
