The Franky Family was a famous gang in Water 7.
Though they were seen as thugs, and their conduct was often criticized, their business was basically all legal:
Their main occupation was ship dismantling, while their side business was pirate hunting, specifically targeting pirates who entered Water 7.
Pirate hunting was not a particularly lucrative profession on the Grand Line. Not only was it dangerous, but the rewards were not necessarily high.
Yet Cutty Flam, Tom the shipwright's former apprentice who had changed his name and remained in Water 7 as Franky, insisted on targeting pirates under the identity of a gangster.
In Franky's words, he was silently protecting the city in his own way.
But no matter how one put it, a gangster was still a gangster, and Franky himself truly was a gang boss.
So when they arrived at the Franky Family's entrance and saw that flamboyant, bizarre ship dismantling yard filled with hippie style, Nami could not help but stop.
After hearing the noisy, blaring heavy metal music coming from inside, the hesitation on Nami's face grew even stronger.
She could not help asking Garen beside her:
"Garen, are you sure we're building a ship here?"
"That's right."
Garen nodded earnestly, then said with a serious expression:
"The flagship I want to build will not be an ordinary seagoing vessel, but an unprecedented large-scale airship."
"Ordinary shipwrights probably cannot accomplish this task. Only scientists who possess core technology are qualified for it."
"Scientists who possess core technology?"
Nami pointed at the bizarre building before them, one that would have been excessive even as a nightclub, and asked skeptically, "Would someone like that live in a place like this?"
Garen nodded solemnly.
