Because of the existence of something called Trace Silk, he could not cast magic at home.
Trace Silk recorded magical activity by underage wizards and in their vicinity. Once it detected magical fluctuations, the Ministry of Magic's Misuse of Magic Office would immediately send a warning letter. In serious cases, one could even be expelled from Hogwarts. And given the density of wizards in the British magical world, he might well be the only wizard in all of Southampton City.
He was not the protagonist, so he would not receive any special treatment. Jon did not want some accident to result in his Wand being snapped, his memories wiped, and him being sent back to live as an ordinary person.
Still, he was not completely idle.
