A Death Eater, without even using Dark Magic, could cause the deaths of hundreds of Muggles and hundreds of millions of pounds in property damage to Muggle society with just a few ordinary Cutting Charms.
And the entire crime might take no more than two minutes.
Completely preventing it was simply a pipe dream.
"Monitoring Mirrors—"
At the staff table, under the curious gazes of the professors, Amosta spoke calmly.
"Ah—"
Professor Flitwick cried out delightedly.
"That's a wonderful idea!"
The professors were all familiar with this invention, which had come entirely from Amosta. During last year's Triwizard Tournament, Hogwarts had used it to display the champions' performances in full to the audience.
A gleam also flashed through Dumbledore's bright blue eyes, but he soon regained his composure.
"I imagine that, since you didn't propose this plan to the Ministry, it must have a significant drawback, Amosta?"
"It's a matter of cost-effectiveness, Headmaster Dumbledore—"
Amosta cut into a glistening sausage on his plate and spoke calmly.
"You all know that Monitoring Mirrors are useless in small numbers. If we wanted to cover a city like London completely, we might need hundreds of thousands of them. Even just counting production costs, that would require millions of Gold Galleons."

Neither the Ministry of Magic nor the Goblins had invested that much in the newly built magical city.
Spending such a huge sum of gold simply to set up defences in London really was not worth it.
London was far from the only major city in Britain. There was Birmingham in the Midlands, Manchester and Liverpool in the northwest, and Edinburgh in Scotland.
And then there were the villages and small towns scattered across the vast countryside.
There were plenty of places for Death Eaters to commit evil for their
