The Department of Security was convinced that the Venomous Tentacula responsible for the deaths of multiple Muggles that night had been brought into New York by this wizard, constituting the illegal smuggling of a rare magical creature and a major accident caused by his own actions, with extremely serious repercussions. He had also used an Unforgivable Curse to control innocent Muggles.

With these three charges combined, there was no doubt that Sato Ryuhei would be sentenced to death.

In Amelia's view, Amosta should have arrested this heinous criminal immediately, rather than having any deeper dealings with him.
