Because the village was under martial law, Uchiha Toko encountered no obstacles on his way to the Hokage Building. He only ran into several Military Police Force members dragging back rioters who had been beaten half to death.
Toko smiled and returned their greetings, telling them to hurry back so they could collect their bonuses and ninjutsu before clocking out once they were done.
At the mention of that, the Military Police Force members happily shouted their loyalty and gave the rioters—whose tongues were practically hanging out and whose eyes had rolled back—another couple of kicks.
By the time Uchiha Toko arrived at the Hokage Building, Kakashi had arrived as well. The two exchanged smiles and entered the building together.
After a brief announcement, Uchiha Toko and Kakashi swaggered into the Hokage Office.
Before Sarutobi Hiruzen could speak after seeing them enter, Utatane Koharu was the first to press the issue. "Uchiha Toko, why did the Military Police Force do this tonight? Does your Uchiha Clan intend to—"
Before she could finish, the Mangekyō Sharingan flashed open in Uchiha Toko's eyes. Eye Power and Chakra erupted within the Hokage Office. Sarutobi Hiruzen, behind his desk, suddenly rose to his feet, slammed his palm down, and roared, "Enough!"

At Uchiha Toko's side, Eye Power and Chakra condensed into a black skeletal arm etched with blue runes. Susanoo's arm carried two chairs over from the corner of the Hokage Office. Uchiha Toko sat down without a care, then gestured for Kakashi to sit as well.
The corners of Kakashi's lips curled up slightly. After straightening his clothes, he sat down too.
