However, Paraguay's military development had always received East African support. It was merely that, after such a long peace, it lacked corresponding combat experience.

East Africa did not station many troops in Paraguay, but they did serve as a deterrent to neighboring countries, especially Argentina, since a large portion of the border between Paraguay and Argentina was formed by the Paraná River.
Normally, however, the Garrison Battalion's symbolic significance outweighed everything else. But with Bolivia's surprise attack on Paraguay, this symbolic force began to move as well.
