Under equal conditions, the army of a backward small country like Bolivia had clearly found it difficult to contend with the East African Army. This was the gap between an industrial nation and an agricultural one, and Bolivians clearly did not possess the Soviet soldiers' resolve to fight the enemy to the bitter end.
