As for Savitar and Reverse-Flash, not long after He-El brought them out of The Flash, New Krypton began its war against Darkseid. After battling Darkseid, He-El vanished, leaving the two of them lost and directionless in New Krypton for a time.
After He-El disappeared, Zero also understood that He-El must have had a reason for bringing people back from other worlds. He-El would not bring back two useless people for no reason.
Once Zero learned that Savitar and Reverse-Flash had their merits, he promptly had Savitar form a new legion called the Speed Legion.

In truth, after He-El vanished, Savitar's Speed Force had gradually begun to dry up. Unable to contact the Speed Force of The Flash world and receive its supply, Savitar had once believed that he would lose his Speed Force and become an ordinary man.
