"Notify them that I will open traversal passages to The Three-Body Problem and Zero from my current location," He-El ordered. "Has there been anything unusual in New Krypton lately? Any individual star-level powerhouses, or any unreasonable phenomena?"
He-El had not forgotten Doctor Manhattan's warning. Beyond the conceptual entities of Darkseid's true body, Father Izaya of New Genesis's true body, and the true bodies of the Olympian Gods, there were even stronger beings whose eyes had turned toward him.
He-El wanted to find them.
"I have notified them, and they are ready," Zero answered. "Everything is in order. No unusual individuals or phenomena exceeding recorded parameters have been detected."

There had to be conceptual entities beyond Darkseid's true body, Father Izaya of New Genesis's true body, and the true bodies of the Olympian Gods—or even stronger beings—hiding in New Krypton. Perhaps they were already observing him.
