He-El instructed Lucy on how to monitor and handle his clones after they entered the Traversal Vortices.
Most of his clones possessed none of his memories or abilities. Only the systems He-El granted them increased their potential, allowing them to reach what they believed was the ending of that world's storyline as quickly as possible.
As long as they believed that the world's story had ended, the system would naturally connect to the He-El Universe, allowing He-El to retrieve the clone. Then the second wave of universal invasion would begin: troops would be sent to conquer it, research would be conducted, the universe's operating logic would be obtained, and so on.
If a He-El clone knew nothing about the storyline, was unfamiliar with it, or encountered no plot it recognized and had no idea where it was, it would follow the fundamental principles of existence, survival of the fittest, biological evolution, and so forth. Once the clone felt safe or reached a certain level, He-El would likewise be notified, and the exploration of that universe and the search for its underlying operating logic would begin.
Of course, if that universe resisted He-El or resisted the people He-El sent over, a He-El clone with memories would be dispatched to enter that universe once more. That clone would rule the universe, develop technology and biology, create technologies and organisms foreign to that universe within it, and then let that universe undergo a new evolution.
For example, suppose a universe had no biological race as absurdly powerful as Kryptonians, and would not permit legion soldiers from New Krypton with Kryptonian physiques to enter.
Then the second He-El clone, carrying memories, would begin creating organisms with Kryptonian-like bloodlines in that universe, allowing those creatures with quasi-Kryptonian bloodlines to evolve there and infinitely approach the
