The cosmic fusion had brought far more than just the Guardians of the Universe from Oa Star and Darkseid from Apokolips. Beyond the Milky Way, there were branches of the same race as the Guardians of the Universe, who had become the Zamarons and the Controllers. During New Krypton's conquest of the universe, those who submitted had submitted, and those who resisted had been killed.
Now that the universes had fused, they had reappeared.
However, the fusion had happened too quickly. New Krypton had been unable to venture beyond the Milky Way to conquer them again. Beyond the Milky Way, they and numerous other races and interstellar civilizations had overthrown New Krypton's rule and resumed governing their own regions.
New Krypton had no intention of stepping beyond the Milky Way to deal with them and could only leave them alone for the time being.
No one knew how many more times the universes would fuse. Even New Krypton could not distribute the Battle Power of more than four hundred stellar-level powerhouses throughout the entire universe.
Choices had to be made.
New Krypton focused on maintaining Earth, the Solar System, and then the Milky Way. All of New Krypton's important forces remained within the Milky Way, allowing them to handle visitors from however many more fused universes were yet to come.
Even though New Krypton currently had the spare capacity to deal with visitors from fused universes beyond the Milky Way, He-El had not sent them out. He had merely ordered them to guard the Milky Way closely.
Unless forces such as Darkseid of Apokolips or the Guardians of the Universe of Oa Star appeared—forces capable of crossing the universe and causing trouble for New Krypton.
The only ones in the universe capable of drawing New Krypton's attention were the Guardians
