After undergoing the massive fusion of dozens of Parallel Universes, New Krypton once again carried out strict allocation and management of order. The entire New Krypton military and its citizens breathed a sigh of relief, then began preparing for the next fusion of Parallel Universes.

Either counterparts from other universes fused into their bodies, or they were killed by their counterparts from other universes, allowing those counterparts to take their place in the New Krypton Universe.

New Krypton purged all foreign beings who did not wish to join New Krypton yet intended to enjoy its security during the next fusion of Parallel Universes.
The slaughter following that grand fusion of Parallel Universes brought all beings who had merged into the New Krypton Universe back under New Krypton's banner, where they continued building up their arms for the next Parallel Universe fusion.
He-El did not interfere much in the affairs of the New Krypton Universe.
He had already foreseen, to some extent, that New Krypton would ultimately fail.
