If he had not feared that sending messages to Grace would alert the Monitors, He-El would have contacted her long ago.
The Monitors' technology was something He-El coveted.
Especially the technology used to merge Parallel Universes—He-El urgently wanted to obtain it.
He wanted to use it to merge the Parallel Universes of the Transformers universe, merging them into the final Source Universe. That would make conquering it much easier.
Moreover, He-El wanted to observe the relationship between Source Universes and Parallel Universes through the merger of the Transformers universe's Parallel Universes into a Source Universe, so that he could seize a Source Universe within the DC Universe.
