Inside the Watchtower, Wonder Woman, Aquaman, The Flash, and Steel Bone's expressions changed drastically. They had not expected He-El's New Krypton Empire to move so quickly, directly contacting the United Nations, joining it, and becoming one of its six permanent members.
The Justice League had previously made agreements with the United States and many United Nations member states not to interfere with the sovereignty or domestic affairs of individual nations.
That was not to say the Justice League's superheroes never took part in current affairs. Sometimes, they would step in and use their influence to guide people toward the right choice.
For example, Superman would not directly participate in a conflict, but he would occasionally help facilitate peace talks. Even then, he tried his best to avoid getting involved.
Unless a regional conflict caused a humanitarian crisis with massive civilian casualties, Superman would not intervene.
War was certainly terrible and should be avoided at all costs, but the Justice League members held differing views. They believed that before humanity developed into a truly advanced civilization, it would be impossible to completely eliminate war and conflict. Yet viewed from another angle, war and conflict could be seen as part of a civilization's growth. Even in Krypton's history, its people had launched wars and conflicts both internally and later across the stars. Eventually, they chose lasting peace.
This also showed that civilizations needed to evolve and regulate themselves. They did not need outside forces, or the influence of role models, to interfere.
Batman would also use Wayne Enterprises and its financial power to influence local situations toward peace. He would not fund either side in a war. Instead, he used money to improve people's livelihoods, preventing those driving the war from mobilizing the public and thereby extinguishing the conflict.
