But if He-El used his power while also bringing the benefits Earth's nations needed, negotiating cooperation with them in a mild and approachable manner, then simply claiming that the newly founded New Krypton Empire needed to develop its economy and opening up some of the biotechnologies, space technologies, and energy technologies they desperately needed—so long as the terms and model of cooperation were not excessive, no country would shut the New Krypton Empire out.
And the New Krypton Empire's cooperation terms truly were not excessive. They were more than within the range those countries could accept, leaving them with no reason to refuse.
Most importantly, every nation feared that if it refused, other nations would secretly cooperate with the New Krypton Empire. That would be disastrous.
The New Krypton Empire was offering advanced technology beyond Earth's own. Refusing to cooperate meant waiting to be crushed, so every country cooperated willingly.
