And the average level of humans was tied to the work of the gods of destruction and Supreme Kais.
Below Zeno were the gods of destruction and the Supreme Kais. In terms of status, the two were of the same rank.
As for the Angels, they merely assisted them.
To put the Dragon Ball Universe simply—
Zeno had created many universes and was raising them.
Zeno handed the task of raising each universe over to that universe's God of Destruction and Supreme Kai.
When a universe developed too poorly and Zeno deemed it unacceptable, he would destroy that universe.
Furthermore, the Grand Minister assisted Zeno at his side. The Grand Minister was the father of all Angels.
In other words, he was the leader of the Angels and assisted Zeno. The Angels could be considered outside the Dragon Ball Universe's direct administrative system, more like supporting stewards, but they possessed tremendous power and were immensely strong.
The Grand Minister was Zeno's steward, responsible for Zeno's daily needs and security. His divine power was immensely formidable, and he was practically omnipotent.
