Although the data he had provided involved some difficult transformations and seemed to be data absent from the Dragon Ball Universe, it should not have been a problem if used flexibly.
He-El had not expected that while Porunga possessed vast knowledge related to the Dragon Ball Universe, he lacked the ability to apply that knowledge.
"I was presumptuous." He-El stopped helplessly, thought for a moment, then said, "How about this? For my third wish, I'll transmit information to you telepathically. Just follow what I send you. With Shenron's abilities, it should be enough to accomplish it."
Porunga seemed to freeze for a moment. No one had ever made a wish like this before. His logic seemed to be processing it.
Without waiting for Porunga to finish thinking, He-El pointed at him and fired a stream of Ki containing telepathic information from his fingertip. It shot toward Porunga and sank into his forehead.
Porunga stiffened in the sky as though he had crashed. Only after a while did he recover and say, "This is your third wish."
After saying that, Porunga emitted an intense golden light. Following the information He-El had transmitted and the data arrangements and applications He-El had provided, the golden light shone before him, creating a complex World Tree Sapling out of thin air.
This World Tree Sapling had been modified by He-El according to the environment of the Dragon Ball Universe. It was not universally applicable and was suited only to the Dragon Ball Universe.
Based on the knowledge Porunga had transmitted to him, He-El had determined that Porunga could create it.
