Not only had his true body dodged them all, even the clones created by the Four-Body Technique and Afterimage Strike had evaded them completely.
"How is that possible?!" Vegeta was stunned. He only had a Battle Power of 4,304, utterly worlds apart from his own. The difference was enough for an instant kill, so how could he possibly evade his Ki blast attacks?
His Battle Power was a full 18,000.
This was no longer merely more than two-thirds higher. It was Battle Power sufficient to instantly kill his opponent—four times stronger than his opponent.
Yet Ki blasts fired with four times the Battle Power had all been dodged by Tien Shinhan.
How could Vegeta not be shocked?

Seeing this, Piccolo had a bad feeling. What worried him was that Tien Shinhan looked like he was about to enter his three-headed, six-armed form to face Vegeta, who had been attacking without pause.
Vegeta kept picking on Tien Shinhan as though he were an easy target. Did he really think Tien Shinhan had no temper?
Piccolo hurriedly shouted, "Goku, Tien Shinhan!"
Only then did Tien Shinhan's cold, merciless face, revealed as the dust settled, react slightly as he looked toward Piccolo.
Piccolo had been right. Tien Shinhan had wanted to activate his three-headed, six-armed form and have a satisfying battle with Vegeta.
But since Piccolo had called out to him, Tien Shinhan had no intention of abandoning their teamwork. He looked toward Piccolo and Goku.
While Vegeta was still in shock, Goku, Piccolo, and Tien Shinhan began playing rock-paper-scissors.
"Rock, paper, scissors!"
Goku threw paper.
Piccolo threw scissors.
Tien Shinhan threw rock.
