He had effectively conquered Earth. Perhaps all that remained was a grand coronation ceremony to make humanity understand that they had truly changed nations and gained a new ruler.
The next day, He-El handed Dawn the blueprints for the Crystal Core Energy Aggregation Accelerator. He also dug up every major accelerator in the world, every usable collider, particle accelerator, and the like from underground, then carried them one-handed to Geneva under the astonished gazes of ordinary humans.
He then instructed Dawn to requisition all scientists and mobilize them to Geneva to begin merging, constructing, and testing the Crystal Core Energy Aggregation Accelerator.
He-El had not forgotten that, in the depths of the DC Universe, the Crystal Core Energy of his spacecraft had been ravaged by Joe-El until only 3% remained, leaving it able only to drift through space.
Certainly, He-El could now survive in space by absorbing various forms of radiation, but without faster-than-light speed or the spacecraft's jump capability, he had no idea how long he would have to fly through deep space before luckily encountering a planet with life.
Drifting through the universe as a lone living being was not a viable strategy. It could only be a choice made in desperation.
The foundational materials and technology of this Earth were simply too backward.
He-El could not possibly teach them how to develop civilization-level technology, nor could he provide them with a complete set of base material synthesis methods to help them. That would be far too slow. At the very least, it would take several centuries before they could reach the point of producing warp engines, jump engines, faster-than-light engines, interstellar transmitters, and so on.
This Earth also lacked the ability to create true Crystal Core Energy for his spacecraft, but it could still produce a Crystal Core Energy Source two grades below that, synthesized similarly to a miniature nuclear reactor.
He silently calculated that the vortex in his consciousness space would take roughly another four and a half years to condense into form, allowing him to return to the DC World.
The Crystal Core Energy Source built on Earth should happen to restore 30% of the Crystal Core Engine's energy, enough for the spacecraft to make two jumps.
By then, he could jump back to the starfield where Krypton had once been, take a look at Krypton, now reduced to wreckage, mourn its passing with sentimental sorrow, then collect materials left over from Krypton's explosion. Or he could find nearby planets once colonized by Krypton, obtain materials there, and give the spacecraft a major overhaul.
After all, this was merely a small research vessel, a little thing only one hundred and sixty meters long, fifty meters high, and ninety meters wide. Its hull plates were pitted and battered, severely damaged after passing through meteor streams. It was still not capable of crossing two million light-years to Earth and beating Clark senseless in front of Joe-El.

He had also appeared in Shanghai and wandered through its prosperity.
He had seen London, the world's financial center after its defeat at He-El's hands.
He had heard the sorrowful music of Vienna, the world's capital of music, after it fell into He-El's hands.
The City of Eternal Night, the City of Love, the capital of art and history beside the Seine River—Paris.
Every city possessed a different flavor and style.
The charm accumulated over decades, centuries, and millennia filled He-El with beautiful expectations for the future civilization of New Krypton that he himself would create.
Yet at the same time, He-El was immensely disappointed in Earth's humanity.
Nearly ninety-five percent of Earthlings offered no resistance. One hundred percent of those who became new city mayors, without exception, harmed their fellow countrymen in the name of city order to display their abilities and loyalty to Dawn and He-El.
They could have imprisoned those resisters, sent them to jail, and preserved the last shred of kindness. He-El would not have minded, but they did not.
They showed no mercy to their own people.
They were more iron-blooded than He-El himself.
Meanwhile, at the very bottom of society, many people cheered, excitedly shouting for He-El's arrival and for the destruction of this world where humans oppressed humans.
And what had He-El done?
He-El had merely given them ten thousand New Currency, so they would have food to eat and would not go hungry; given them places to live, so mortgages would not burden them with lifelong toil; allowed them all to study knowledge and recognize the truth of the world; given them opportunities to choose who they wanted to become.
He had merely given them fairness.
Yet that alone made them support He-El with all their hearts and worship him as a god.
He-El did not feel happy.
Once he thought of the countless lower-class people in the New Krypton he would create, the people who formed the foundation of civilization, forgetting who they were and starting to worship a god merely because an outsider had given them ten thousand New Currency, some food, housing, knowledge, the chance to become themselves, and fairness—
Whenever He-El thought of that, he could not help but feel distressed.
They were beginning to forget what had allowed humanity to survive on Earth for so long.
He-El sighed and wanted even more to perfect the Thought Imprint.
It was not to control his future citizens, nor to make them eternally loyal to him, but to engrave these words into their hearts:

Though they might turn from heroes into evil dragons, at this moment, they still allowed He-El to see their shining qualities.
The next moment, He-El, who had been walking through Provence, vanished and appeared invisibly in the conference hall of the President Wilson Hotel, quietly listening to the brilliant ideas they had devised to deal with him.

This theory was far too fantastical.
But there had previously been an even more fantastical Molecule Man, who might already have become microscopic particles and established a microscopic civilization. Thus, no one truly dared say he was wrong.
They actually began discussing whether it could be put into practice.

The remaining people looked at one another.
He-El remained invisible nearby and watched the entire meeting. Their resistance was powerless; they had already become powerless.
If he gave them scientific teams and equipment, then with their intelligence and research capabilities, they might actually be able to contend with him to some degree.
But unfortunately, the spacecraft's energy was his primary objective.
He-El shook his head, feeling it was a pity.
