General Ross had always regarded the Hulk as something forbidden and precious.

At first, Bruce Banner had been conducting an experiment with his daughter on using gamma rays to restore biological tissue. They used gamma rays on experimental frogs, but the process unexpectedly spiraled out of control. The gamma radiation suddenly intensified, and to save the other people in the lab, Bruce Banner used his own body to block the gamma-ray emitter. As a result, he mutated into the Hulk, gaining immense strength through anger.

General Ross had been among the first to deal with the Hulk.

In the beginning, General Ross believed that the Hulk, a rampaging monster with immense power, posed a tremendous threat to the nation, and he was committed to eliminating that threat.

But after sending out troops to eradicate the Hulk once or twice, he saw the Hulk's overwhelming power firsthand. The Hulk treated tanks like toys, swung them around by their cannon barrels, leaped dozens of meters into the air, and had green skin that automatic-rifle bullets could not penetrate. General Ross changed his mind.

From then on, his objective became capturing the Hulk. He intended to study the Hulk's blood and create super soldiers.

His daughter, Betty Ross, had once been Bruce Banner's girlfriend. After two failed attempts to use his daughter as bait to capture him, Bruce Banner broke up with Betty Ross to keep her from being endangered.
