The Black Tower's management of worlds could be considered exceptionally thorough.
The Mid-level Zone had a dedicated building known as the Archives. In terms of overall metrics such as scale and staff numbers, it ranked third in the Mid-level Zone.
All the "civil officials" worked in the Archives.
Besides collecting and organizing information on all kinds of worlds, one of their most important duties was compiling and updating World History.
World History was not a single book.
After all, its contents amounted to tens of billions of words. No single book could possibly contain it.
It was itself a special library where one could consult consolidated information on the Myriad Worlds.
Based on the civil officials' integration of world data, it was easy to discover that most worlds conformed to a fixed growth system... including the establishment of universal rules, the construction of life templates, and developmental curves from small to large.
Yet among the total mass of worlds, numbering in the tens or even hundreds of millions, there would always be exceptional cases that did not develop according to convention.
Therefore,
the Black Tower selected these exceptions and labeled them "special."
The most special among them, the ones most valued by the Black Tower and whose world parameters far exceeded the average, were worlds whose territorial scale had been fixed from the moment of their birth.
No matter how these worlds developed, their scale remained at a fixed value.
All resources and essence were used to strengthen that fixed region... even the lifeforms living there could undergo different kinds of growth, perhaps even evolving unique developmental paths.
The ones Han Dong had encountered so far included:
the Ladybug Foundation—a single company serving as an
