Steam City

Also known as the "Heart of the Holy City," it was an embedded city.

As everyone knew, the Holy City was a colossal nation-sized city in Spire Form. Through the Stairway of Gods, the Holy City's surface area was divided from bottom to top into four levels:

First Floor—Outer Wall Layer, Slums.

Second Floor—Inner Ring Layer (200 meters above sea level), containing the Royal Knights Academy, Commercial Trade Zone, Noble Residential Area, Small and Medium Associations, and more.

Third Floor—Core Layer (500 meters above sea level), containing the royal family, the church, Knight Order Headquarters, Large Associations, and more.

Fourth Floor—the top level (1,000 meters above sea level), where the Supreme Council was located.

Steam City was embedded within the inner layers of this spire-shaped city.

Year 103 of the Eternal Night Era.

The first chief engineer of the Holy City and commander-in-chief of the Steam Knight Order, Kito Leslie, joined forces with a total of 219 Construction Engineers under his command to propose an internal expansion project for the Holy City known as the "Eternal Heart."

They intended to use the power obtained from Destiny Space, along with the Steam Technology currently available.

Within the mountainous regions inside the Holy City's second and third floors, they would construct an enormous embedded Steam Power Core capable of solving the energy supply problem for the entire Holy City.

After the proposal was submitted to the council,

High-ranking Councilor Valentine Z. Green, inspector Washington Claveman, and Executive Yuan chairman Brewster Letligoff not only approved the expansion project, but also proposed further improvements to it.

Their vision extended further into the future.

Since they were expanding the interior of the tower, rather than simply building an enormous energy supply center, they might as well create an embedded city.
