In her post-event review, Angel had guessed that the two secret organizations might have been closely cooperating. This was not merely the sort of business relationship involved in trafficking people, but a deeper partnership in which they jointly plotted certain schemes.

According to the Demoness of Pleasure named Mitis who had died in Tingen City, the renegade Bishop Zangwill had also manipulated her. Perhaps he had wanted them to remain in the open while he lurked in the shadows, waiting for an opportunity to seize saint's ashes. Perhaps Mr. C and Mitis had originally been pawns of these cult higher-ups. As the "executors," Mr. C and Mitis did not understand the overall arrangements and were merely the ones who handled the dirty work...
