The person hiding his face was fleeing, while the Intis man was pursuing him. After desperately escaping onto the ship, only to find his sole route blocked at the dock, the former had used some method to trigger the weather, allowing the storm to obscure visibility while forcing the passenger ship to depart swiftly, thus preventing himself from being caught!
To achieve that effect, even I, a Sequence 5, could only use the Sea God's Scepter placed above the Gray Fog, or directly take out the whistle and have an intimate encounter with the Underworld. This fugitive probably possessed the strength of a Demigod, or controlled a Grade 1 Sealed Artifact... Klein smiled bitterly, lamenting fate's unpredictability and the misfortunes of travel.
