The phrase "within one year" was not actually accurate.

In the original story, that restriction had been proposed by Kami when King Kai wanted to revive everyone killed by Frieza, including those on distant planets. Yet when they had previously revived only Earthlings, such a condition had never been mentioned. So, if the people to be revived were specified and the scope narrowed, the restriction might not be so strict.

For example, the time limit for the wishes "revive everyone killed by demons" and "revive Tanjiro's family" was most likely different.

The real issues were...

First, when Earth Shenron revived humans, the souls and bodies of the deceased needed to remain intact. With a normal burial, a corpse would decay and deform after more than two months, while the soul might also have reincarnated, no longer meeting the conditions for revival.
