"Was that what he said?"
At Mary Geoise, the Five Elders quickly received a report from the agents at the Punk Hazard base.
Doctor Vegapunk's answer left the Five Elders somewhat dissatisfied.
What they had hoped for, of course, was for Vegapunk to tell them that he could replicate another Fishman Bright.

But there was nothing they could do about Vegapunk's answer.
That man was the world's greatest scientist, unmatched in scientific ability. The Government could not afford to lose him.
"Whether Vegapunk is concealing anything or not, one thing is certain: Bright's rise truly depended on that Devil Fruit we deemed a failure!"
The bearded Five Elder spoke gravely.
"Then we can try having Vegapunk replicate even more Devil Fruits afterward."

Once the numbers reached a certain point, there would surely be many successful products, right?
"More importantly, we must urge Vegapunk to complete the evolution of the Fishman Potion as soon as possible!"
The blond Five Elder said, "Bright is hiding in the deep sea. We cannot expect them to actually move their country onto the surface!"
Since the battlefield in a war with Fish-Man Island was basically certain to be in the deep sea, the Government naturally needed a group of warriors capable of fighting there.
Vegapunk had already created the Fishman Potion, which allowed its users to possess strength like that of Fishmen.
Though it had not been particularly useful, it now gave the Five Elders hope for deep-sea combat.
Since it could merge part of the Fishmen's Lineage Factors and grant humans strength comparable to that of the Fishman Tribe.
Why could that
