He had obtained the Chakra of the Two-Tails Matatabi with Minato and Jiraiya's help at the Land of Hot Water battlefield. Though it had only been a small amount of scattered Chakra, it was still Two-Tails Chakra.

The Nine-Tails' Chakra could be acquired at any time, so among the three Tailed Beasts, the only one that would take a little effort was the Eight-Tails.
