As the highest authority in Soul Society, the decisions made by Central 46 could not be disputed even by the Captain-Commander of the 13th Division.

Therefore, even though Genryūsai Shigekuni Yamamoto was certain there were many suspicious points in the soul disappearance case, he could only obey Central 46's ruling.
