NERV had only just officially begun operations. There had not yet been any cases of EVA units going berserk at the drop of a hat and needing major repairs, so funding was still plentiful.
Naturally, Fang Zheng had no psychological reservations about spending NERV's money. Unlike Misato Katsuragi, that idiot who had even taken out a thirty-year loan for her car, he simply filed a report for an "official vehicle" and promptly got another car out of NERV. Someone had to drive the pilots to and from school. And as their supervisor, as well as a teacher at their school, he naturally could not do without transportation.
As for the apartment, NERV spent a day finding Fang Zheng a high-rise apartment that finally satisfied him. It had four bedrooms, a living room, an open kitchen, and a balcony. Its location was far better than Rei Ayanami's original place, which looked like it was in a slum.
Gendo Ikari and Fuyutsuki were furious at Fang Zheng's utterly shameless demands for money, but the orders from SEELE were to cooperate with him fully, and his reasons were entirely justified.
Hadn't they said that EVA pilots bore the heavy responsibility of piloting EVAs and protecting the world? Wasn't it only natural to give them better treatment?
What else could they do?
They held their noses and approved it. No matter how much this department spent, it would not even be enough to repair one of an EVA's collision horns. Fine, approve it.
