But advanced civilizations would not interfere with their progress unless their actions threatened the stability of the entire universe—but honestly, any civilization capable of that was no longer a lower civilization.
Simply put, it was like humans suddenly discovering that cats and dogs could read, and could communicate at the most basic level. Humans would not exterminate cats and dogs over that.
