The Galactic Empire underwent a tremendous upheaval.
Palpatine's declaration sent the entire Galactic Empire into shock. Many races voiced their dissatisfaction and attempted to rise up in rebellion—well, that was only natural. After all, the threat of the Swarm was far off on the horizon, while the Empire's reforms were right in front of them.
However, under Palpatine's command, the Galactic Empire carried out a powerful crackdown on these actions. On one hand, Palpatine used the excuse of combating Genestealers to conduct a massive purge of the religions of every racial civilization. On the other hand, he began a frenzied campaign of suppression.
Those who dared resist the Empire were mostly races and planets far out on the frontier, places where Imperial power was difficult to project—and those places also happened to be targets of the Terran Zerg. So, when dealing with them, Palpatine did not waste a word before glassing their worlds. Better for you to die by my hand than be taken by those monsters and used as fuel to strengthen their forces!
Palpatine was ruthless, and he had his wits about him. Not only did he spread footage of those frontier planets being glassed across the entire network, but he also issued a murderous ultimatum to the other Alien Races—submit or be destroyed!
After all, the powers of those Alien Races were basically all outside the core territory of the Galactic Empire. If you chose to resist, I could burn a few more buffer zones and make human civilization that much safer.
Fang Zheng merely watched. As he had said before, Heavenly Dao Palace never interfered in the internal affairs of other factions unless they involved a humanitarian disaster—yes, humanitarian.
Whether aliens qualified under that principle would need to be decided after meetings, investigations, research, and discussions.
