Otoha's commission wasn't particularly troublesome, just a little strange.

"I want you to bring those two girls back. And if possible, expose that Witch for what she really is!"
"She's in the Slums, right? Got it."
Fang Zheng nodded and accepted Otoha's commission. As it happened, the person he had been searching for in his other commission had also been spotted in the Slums, so he could handle both at once.
That was the advantage of having side quests overlap... Finish them all in one go, turn them in together, and everything was done.
