Abyss Shilin looked into my eyes and posed that question.
Of course, I had wondered about it before. The Shilin Apostles were an extremely aggressive race. Even after the era of great expansion ended, they still had huge numbers of troops fighting abroad at any given time. Sandora had indeed been one of the most enthusiastic about expanding territory back then, but she definitely wasn't the only one. She and her Vengeance Legion had merely been one of the armies conducting expeditions abroad. Since they had all been outside the Empire Zone, they all had the chance to survive as sparks. Why had Abyss Shilin chosen the Vengeance Legion alone?
Abyss Shilin didn't keep me guessing. "There were many reasons. First, the Vengeance Legion had gone the farthest. Their 'distance' from the Empire Zone was sufficiently safe, making them the best candidates to preserve. Second was their composition. The Vengeance Legion had the most complete setup at the time: a supreme commander, basic corps units, and, most importantly, a Frontline Mainframe. All of those were indispensable for revival. Finally, it had to do with the world they happened to be passing through: that world had a special Abyss Reaction. At the time, I didn't yet know about bridge-building, Void structures, and such. I only had a preliminary understanding of the Other Shore Civilization, so I couldn't figure out where that Inert Abyss had come from. But I knew it wasn't fatal..."
