The "Council" was a super-conscious entity formed by the Soul Fusion of more than twenty thousand Yu Na De People. She possessed immense power and no fixed form. Unprecedentedly powerful soul energy roamed through the Planetary Fortress we were on year-round. The Council meeting us today was not actually her true body—that was invisible. What we saw was a communication terminal the "Council" had formed to facilitate communication with us, taking the appearance of one of the more than twenty thousand Yu Na De People who had sacrificed themselves back then.
The Yu Na De People, a race I had never heard of before, looked remarkably similar to humans, as could be seen from the Council's appearance. However, they possessed mental power far beyond humanity's and extensive knowledge of souls. Even before the Great Disaster, special consciousness entities like the "Council" existed in Yu Na De society. "It" was created when the elite of Yu Na De society devoted themselves, and its sole purpose was to govern Yu Na De civilization and seek prosperity for its people. After the Great Disaster, that mission had not changed. It had instead deepened: the Council's responsibility had risen from seeking benefits for Yu Na De civilization to seeking a way forward for the entire United Fleet, while serving the entire United Fleet as well.
Therefore, when faced with the proposal put forward by the leaders of the New Empire, even though the Council's own logic determined that the proposal's benefits outweighed its drawbacks for the collective, she still chose to let as many members of the United Fleet as possible judge the value of the information for themselves. The goal was to plan the future of the entire collective as reliably as possible. Of course, that took time, but Sandora and I had
