A-level Wanted Order?
Upon hearing Cyclops's words, Professor X immediately frowned.
"The Los Angeles branch issued an A-level Wanted Order a few days ago. Why didn't they notify us immediately?"
"According to the agreement, after an A-level Wanted Order is issued, they should contact us immediately and seek our opinion."
Professor X asked Cyclops.
Although he couldn't prevent the passing of the Mutant Restriction Act, he didn't do nothing as rumored.
The Department of Mutant Affairs and the X-Men have an undisclosed agreement.
The content of the agreement is not complicated, only a few points.
One of them is that after the Department of Mutant Affairs issues an A-level Wanted Order, they must notify the X-Men immediately and ask if the X-Men want to join the capture.
If the X-Men join the capture, the captured mutant will first be handed over to the X-Men for them to confirm if there is a need to send them to the Mutant Prison.
If the wanted mutant has the possibility of changing their ways, the X-Men will be responsible for persuading them to turn over a new leaf.
The reason Professor X added this clause to the agreement is simple.
To restrict the power of the Department of Mutant Affairs and to preserve the strength of the mutant race.
An A-level Wanted Order is second only to an S-level Wanted Order.
Regardless of the reason a wanted mutant is on an A-level Wanted Order, it indicates one thing: the wanted mutant is an elite within the mutant race.
To put it bluntly, ordinary mutants don't even qualify for an A-level Wanted Order.
Cyclops sighed helplessly and said slowly, "It's not just the Los Angeles branch; other branches of the Department of Mutant Affairs are not really adhering to the agreement now."
"Only after we discover it do they reluctantly send over the information on the wanted target."
Although Professor X possesses the strongest Telepathy ability, he sometimes still overestimates human nature.
No organization likes others interfering in its internal affairs!
The X-Men don't like the United States government interfering in their internal affairs, and the Department of Mutant Affairs likewise doesn't like the X-Men interfering in capture missions.
Even with an agreement, dislike is still dislike.
"How long has this been going on?"
Professor X asked with a frown.
"It's been like this since the agreement was signed."
Cyclops quickly replied.
It's been like this all along?
Professor X's expression grew even more displeased.
"Why didn't you tell me? I can go to the head of the Department of Mutant Affairs and demand that he strictly follow the agreement."
Professor X continued.
"Professor, it's not that we didn't want to, but..."
Cyclops stopped, not finishing his sentence.
"But what?"
"Scott, I don't want to use Telepathy on you."
Professor X said with a frown.
Hearing Professor X's words, Cyclops unconsciously clenched his fists.
After looking at Professor X for a few seconds, he finally spoke, "Professor, do you know how people outside view us after the Mutant Restriction Act was implemented?"
"People are now saying that the X-Men are the government's dogs, only wagging their tails at the government and dealing with their own kind."
"Even the school is now being called a dog training base, specifically responsible for training mutants to be the government's dogs."
Normally, Cyclops would never say these things to Professor X.
Although he didn't quite understand why Professor X didn't strongly oppose the implementation of the Mutant Restriction Act, he chose to trust Professor X.
However, as time passed, he began to doubt his initial choice.
He didn't deny that Professor X was a good person, a good person who dedicated his entire life and everything to the mutant race.
But the current reality is that after the Mutant Restriction Act was implemented, the discrimination faced by mutants has not only not decreased but has become more severe.
Or rather, the appearance of the Mutant Restriction Act has made all mutants into second-class beings.
"Scott, do you also think I was wrong back then, that I shouldn't have agreed to the implementation of the act?"
Professor X looked at Cyclops and asked with a serious expression.
"I don't know, I really don't know."
"All I know now is that the discrimination faced by mutants is more severe, the X-Men's reputation has worsened, and there are fewer and fewer students at the school."
"I also know that after seeing the video of Richard killing the Los Angeles branch's agents and Special Forces Members and the current live broadcast, I don't think he's utterly evil; I even feel some sympathy for him."
"Before coming to the office, I briefly checked their father and son's information in the database."
"Aside from not registering according to the act, they haven't done anything wrong."
"Not only that, Roy Wesley is a well-respected philanthropist in Los Angeles."
"He's done a lot of good deeds in Los Angeles, establishing charitable funds to help vulnerable groups, and he's always been热心公益 and donated generously."
"Even after establishing 'Crimson Manor,' he hasn't allowed anyone from 'Crimson Manor' to commit any radical or malicious acts. They've only quietly taken in and cared for mutants who needed help."
"Although his son, Richard Wesley, is a rich second generation, he hasn't lived a life of debauchery like other rich second generations. He doesn't even own a sports car, only an ordinary Ford."
"What's the result?"
"Roy Wesley was arrested, Richard Wesley was wanted, and all the assets under their names were seized and frozen."
"Did these two father and son traffic drugs? Or engage in human trafficking? Or were they secretly supporting terrorists?"
"No, nothing. They just wanted to live a normal life and help those in need."
"To be honest, if I were Richard Wesley, I might do something even more extreme than him right now."
Professor X hadn't expected the usually steady Cyclops to become so agitated.
Furthermore, he could hear Cyclops's strong dissatisfaction with the Mutant Restriction Act from his words.
Or rather, his strong dissatisfaction with the current situation.
After a few seconds of silence, Professor X said to Cyclops, "Go notify Jean, Logan, and Ororo. You are to go to Los Angeles immediately and bring Richard and Victor back."
"If the Department of Mutant Affairs personnel obstruct you, tell them that this is my, Charles Xavier's, decision."
"If they are dissatisfied, have their minister come to me personally."
Cyclops was stunned, looking at Professor X with surprise.
He had thought that after saying such things, Professor X would lecture him about grand principles again.
For example, the necessity of mutant registration, and that the existence of the Department of Mutant Affairs was for the peaceful coexistence of mutants and humans, and so on.
Unexpectedly, Professor X actually wanted them to go to Los Angeles and even told them to disregard the obstruction from the Department of Mutant Affairs and bring Richard and Sabretooth Victor back.
"Professor, I..."
Cyclops was at a loss for words for a moment.
"Whatever you want to say, say it after you bring them back."
Professor X looked at Cyclops with a benevolent expression, as if he hadn't paid any attention to what he had just said.
"Okay, I'll go notify Jean and the others now."
Cyclops nodded at Professor X, turned around, and left the office.
Brotherhood of Mutants Headquarters.
Magneto's office.
"This little guy is interesting. Looking at him, he won't leave tonight without having a good fight."
"Raven, take a few people with you and ask him if he's interested in joining the Brotherhood of Mutants."
Magneto looked at the live broadcast on the TV and said to Mystique, who was sitting next to him.
Upon hearing Magneto's words, Mystique immediately replied, "He won't join the Brotherhood of Mutants."
"You've seen him before?"
Magneto looked at Mystique in confusion.
"You could say I have. His name is Richard Wesley, he's Roy Wesley's son."
Mystique said slowly.
Roy Wesley? Magneto thought back, and an expression of understanding appeared on his face. He smiled and said:
"Still, take some people there. Two months ago, he wouldn't have expected to awaken superpowers, let alone go from a rich second generation with no worries about food and clothing to an A-level wanted criminal."
"Also, pass a message to him for me. As long as he joins the Brotherhood of Mutants, I will help him get back the Wesley Family's property, principal and interest included."
Mystique stood up and said slowly, "I can take people there, but I can't guarantee that I can bring him back."
"A mutant who can destroy three Sentinel Robots cannot be forcibly brought back unless you personally make a move."
After speaking, without waiting for Magneto's reply, Mystique left the office.
Los Angeles Branch.
Richard didn't know yet that both Professor X and Magneto planned to send people to take him away.
However, even if he knew, he wouldn't particularly care.
He only cared about one thing right now, and that was whether the Mutant Agents who rushed back would number 11.
He still needed to kill 11 Mutant Agents to complete the system's mission, and he didn't want to have to search for and hunt Mutant Agents everywhere in the next two days.
After the entire Los Angeles branch was surrounded by Los Angeles police and Special Forces Members, he finally saw the Mutant Agents who had rushed back.
Seeing these Mutant Agents, he immediately started counting.
1, 2, 3... 12, 13, 14! 14 Mutant Agents!
Seeing that there were 14 Mutant Agents who had rushed back, Richard showed a satisfied expression.
If it were other Mutants, seeing these 14 Mutant Agents, they might be very nervous, and might even start considering escaping.
But he wouldn't.
Because for him, the arrival of these 14 Mutant Agents not only meant that he would get Vergil's Summoned Swords tonight, but also meant that he could Plunder some good Superpowers next.
Under everyone's gaze, he stood up from the "throne" made of Sentinel Robot wreckage and pulled out the Masamune sword stuck in the ground.
After casually twirling the sword, he silently said in his heart.
"The hunt... begins!"
