Ancient One did not give Luke an answer—or rather, Luke would never get a definitive answer from her. Even though their psionic link had made them something like a Trinity Vishanti, sharing the same interests and standing, they were ultimately still different from Vishanti.
A Mage Universe was certainly tempting, but it was not something Ancient One urgently needed right now. After her ascension in status, she still had a period of growth ahead of her. There was no rush to establish or seek out a Dimension—or even a Universe—of her own.
After all, such things were highly sensitive to Demon Gods like them. It was equivalent to laying the very foundation of one's power bare before Luke, down to every last detail. If Luke tampered with it, no one could bear the consequences.
Of course, Customized Universes still had considerable appeal if they were merely treated as an accumulation of experience and a reference for future power paths.
Shareholders of the Energy Bank such as Mephisto might be cautious, but that did not mean they were unwilling to promote this kind of customization service. Whether there were hidden contingencies or not, they were not ordinary buyers anyway, were they?
