His reverence for the Third Hokage is sincere and nearly fanatical. The narrative and Zetsu characterize this loyalty as the result of Hiruzen’s manipulation, while Shisui himself sees the Hokage as someone worthy of devotion for pursuing peace 37 110 247.

Anbu Service and Divided Loyalty

Shisui and Itachi return to the Uchiha compound to warm greetings from clansmen proud of their talent. They conceal that the Third Hokage recalled them before their mission ended, then leave to report to him. Fugaku privately considers both threats to the clan and begins seeking a defense against Kotoamatsukami 13.

The Hokage assigns Shisui to investigate the Shimura family deaths while Itachi monitors the Uchiha. Both oppose the clan’s coup movement because they fear it could trigger another shinobi war. Their entry into Anbu had originally been permitted as a way to break restrictions on the Uchiha, but instead separates their allegiance from the clan’s leadership 16 37.

Encounters with the “Wood Style Ninja”

Responding to a distress signal, Shisui encounters Obito after the destruction of a Konoha investigation squad. His blade passes through Obito, and Kotoamatsukami loses its effect when Obito phases with Kamui. Akatsuki subsequently suspects Shisui of killing Kakuzu, although Fugaku was responsible 22 35 36 37.

Obito later infiltrates Shisui’s residence and offers protection from blindness in exchange for joining his organization. Shisui refuses. Seeking stronger techniques afterward, he secretly reads the clan’s Sharingan scroll with Itachi’s assistance 46 52 53.

During the twelve-man elite team’s attack on Obito, Shisui saves a teammate from Cutting Sprig but cannot prevent the squad’s defeat. He survives through Izanagi, severely wounds Obito, and returns with his right eye blinded 61 63 64.

Investigation, Exposure, and Recovery

The Third Hokage publicly confirms Shisui’s Kage-level strength and proposes pairing him with Jiraiya and Tsunade against the Wood Style threat. The squad remains provisional because the two Sannin’s whereabouts and willingness to participate are uncertain 110.

Following Danzō’s disappearance, Shisui accepts an investigation into possible Uchiha involvement. His attempt to hypnotize Hiroshi is interrupted by Kyosuke, prompting him to realize that the clan may know he is an informant. The Hokage advises him to disappear temporarily and arranges an eye transplant in a secret residence 132 133 134 136 169.

Final Confrontation with Fugaku

Shisui tells Itachi he will change the clan’s will through Kotoamatsukami, beginning with Fugaku. Meanwhile, Fugaku prepares an ambush and deliberately escalates political tensions to draw him out 168 175 182.

Leading six other Anbu, Shisui intercepts Fugaku’s party on its journey to the Feudal Lord’s Mansion. He believes Fugaku intends to control the Daimyo and launch a coup. Kotoamatsukami fails, Fugaku kills his six companions, and Shisui breaks free of True Illusion before deciding to kill the clan head 186 187 188 189.

Fugaku counters his speed with ice mirrors and his Susanoo with Shikotsumyaku. Waiting clansmen seal the battlefield with the Uchiha Flame Formation, preventing escape. After his replacement right eye’s Izanagi expires, Shisui sacrifices his remaining Mangekyō eye and makes one final attack. Fugaku repeatedly wounds him until that second activation ends, then kills him 190 192 193 194.

Posthumous Influence and Impersonation

Fugaku consumes Shisui’s corpse through Corpse Melting, triggering his evolution into the Eternal Mangekyō Sharingan. He does not acquire Kotoamatsukami itself, but gains an activation characteristic that transforms True Illusion, along with Shisui’s exceptional Body Flicker talent 198 199 206.

Shisui’s death also drives Itachi’s grief, Mangekyō awakening, and confrontation with his father. Fugaku openly admits killing Shisui for betraying the clan and attempting to control him 216 217.

Later appearances of “Shisui” belong to Number One Spore Clone, not the deceased original. The clone deceives the Third Hokage into believing Shisui survived, later fights Obito alongside Kakashi, and is dispatched against Sasori and Kisame.
