In the real card game, it had been changed so that it could only summon "Photon" or "Galaxy" monsters, adding an archetype restriction. The anime version had no archetype restriction, but it did restrict the Type and Attribute.
And since this was Kaito's personal card in the anime, while his Deck basically contained only Galaxy and Photon cards, there was not much practical difference from the real version.
