No. 16 was one of the most infamous Numbers in the entire series. It saw widespread use the moment it debuted, becoming a notoriously powerful Number among duelists. Then, in 2016, it was thrown into prison over its underworld-tier yet powerful effect, where it remained to this day.
And even as formats changed and the game sped up, as long as this card's effect text was not altered or nerfed, it was foreseeable that its sentence would remain indefinite for the rest of its life. It would be hard to get it released.
