According to Yoru Machi's speculation, "God" was an unknown entity whose allegiance was unclear. It would be utterly foolish to place all their bets solely on the human heroes.
These monsters were useful pieces as well. Whether as cannon fodder in the future or to restrain those human heroes, they had some value, so Psykos naturally wanted to recruit as many of them as possible.
