"Ha ha ha, Batman, long time no see."
Joker walked out arrogantly with a weapon in hand, a sickly smile plastered across his face that made him look rather unsettling.
As Batman's archenemy, Joker was arguably the most famous one. Everything he did was driven entirely by his own whims. He had even had many chances to kill Batman, yet always spared his life in the end.
Joker also had quite a few fans who enjoyed his madness and his disregard for consequences.
A man could not afford a house, so he blew up someone else's home. He got fired by his boss, so he began wreaking havoc across the city. Someone provoked him, so he murdered and set fires. Tell me, if someone like that lived in your city, would you like him?
At the end of the day, Joker was merely someone from the bottom of society who had been driven mad by life. What adult did not face social pressure? He had sunk beneath that pressure and begun taking revenge on society.
Only in the DC Universe, only in Gotham City, could Joker find fertile ground to thrive. In a more normal world, Joker could never have gained such popularity.

Batman stared at the man who had appeared out of nowhere, his expression turning completely cold as he gritted his teeth.
The hatred between them had long since become irreconcilable. Joker had killed Robin, and Batman could never forgive him for that.
Batman and Joker were practically two extremes. Both had faced despair and chosen different paths. Joker had succumbed to darkness under social pressure and misfortune, while Batman had suffered an unhappy childhood and chosen to plunge into darkness himself. Yet because he still yearned for light in his heart, he became a "Dark Knight"
