The people of Talokan today were descendants of those natives. When faced with pirates who came in force and utterly overwhelmed them in technology, they had nowhere left to retreat. Under the guidance of their gods, they ate a certain herb and became a people who could only breathe underwater. Their skin turned blue, and they would instead suffocate in the air. Thus, all of Talokan moved into the sea.
Simply put, the people of Talokan were nothing more than a group driven into the sea by pirates.
