• Hu Hanbin’s officers tried to arrest Dong Xuebin, but Dong fought them off and kicked the driver’s charging minibus aside, leaving the officers unable to challenge him.
• Dong Xuebin went with Hu Hanbin to Chengguan Police Station, where Chang Lin recognized his ID and ordered his release after learning he was Jiaolin County’s incoming Party Secretary.
• Dong Xuebin refused to leave the station or accept an apology until the incident was investigated, while Chang Lin arranged disciplinary action against Hu Hanbin, the involved officers, and the black-car driver.
